Case Study #3402 - Cross Jurisdictional Police IT Benchmark : Government
The Situation
Cherub worked closely with a State Police agency to significantly enhance their previous year’s IT Benchmark study methodology, supporting materials, and analysis model for use in the current year’s Cross Jurisdictional Police IT Benchmark study.
The study participants comprised Australian Federal Police and all other State Police jurisdictions.
Cherub successfully conducted and delivered the 2009 IT Benchmark study and developed a presentation to present the findings to the Australia New Zealand Policing Advisory Agency (ANZPAA) which comprised all jurisdiction CIO’s or their representatives.
Our Approach
Three broad types of data captured were financial, staffing and environment data. The key objectives of the study were:

Comparison of ICT Operating and Capital expenditure

Comparison of ICT staffing levels

Comparison of ICT spend as a proportion of Agency spend

Comparison of high-level workload measures
Cherub's role included:

Creation of MS Excel-based Data Collection Workbook and IT Benchmark Guide documentation.

Distribution of the Data Collection Workbook and Benchmark Guide to the study participants.

Telephone conference call with the data collection coordinators from all participating jurisdictions to kick of the data collection process.

Telephone support provided to the data collection coordinators on an ‘as required’ basis throughout the data collection process.

Submitted data collated into an MS Excel-based Study Analysis.

Results summarised and presented.
Client Benefits
The benefits of the benchmark study are to provide study participants with an objective and consistent approach for collation of ICT data within their respective operations, thus allowing then to conduct meaningful analysis of how different State strategies, drivers and processes influence the study results.
It also provided participants a baseline against which they could model the incremental changes that may result in ICT benchmark results from varying resources to that area.
